Selection Process
a. Applications for the scholarship shall be invited through the National Scholarship Portal (NSP) at www.scholarships.gov.in.
b. Applicants shall submit their applications online through the portal within the prescribed deadline. All required documents, including a recent photograph, proof of age, disability certificate, parent’s income certificate, tuition fee receipt, certificate of the last academic qualification, and any other documents specified in the prescribed format, must be duly uploaded on the portal.
c. The educational institutions where the applicants are studying shall register themselves on the portal and verify the details submitted by the candidates. The Nodal Officer nominated by the respective State Government shall supervise and process all applications on behalf of the State Government. The Nodal Officer shall also digitally sign the final list through the Public Financial Management System (PFMS) for disbursement of the scholarship amount to the eligible beneficiaries.
d. If a candidate is a permanent resident of one State but is pursuing studies in another State, the candidate’s application shall be recommended by the Education/Welfare Department of the State in which the candidate is a permanent resident.
e. Following online verification by the concerned Department/Nodal Officer of the State Government, the available scholarship slots shall be distributed among the States based on:
- the number of eligible applications received from each State; and
- the State-wise population of persons with disabilities.
The distribution of slots shall be made to ensure equitable coverage of the Scheme across the country. For this purpose, the number of eligible applications received from each State shall first be expressed as a percentage of the total number of eligible applications received nationwide. The State-wise allocation of slots shall thereafter be determined on the basis of the average of the State-wise percentage of persons with disabilities and the State-wise percentage of eligible applications.
f. Merit Criteria: Selection shall be based on the percentage of disability mentioned in the disability certificate. In the case of Specific Learning Disability (SLD), where the disability certificate does not specify an exact percentage and indicates the disability as “40% or above,” a disability percentage of 40% shall be considered for the purpose of determining merit in all eligible cases of SLD.
g. In the event of a tie between candidates based on the merit criteria, preference shall be given to the older candidate.
h. Based on the above-mentioned merit criteria, the final selection of beneficiaries shall be carried out through the National Scholarship Portal in accordance with the State-wise allocation of available scholarship slots.
