Selection Process of Top Class Education for Students with Disabilities 2026-27
A. Application Procedure
a. Applications will be invited through the National Scholarship Portal (NSP):
www.scholarships.gov.in
b. Applicants must submit their applications through the online system within the prescribed last date for receipt of applications.
All requisite documents, duly filled in the prescribed format, are required to be uploaded on the online system, including:

B. Applications of Students Studying Outside Their Home State
d. In case a candidate is a permanent resident of one State but is studying in another State, his/her application shall be recommended by the Education/Welfare Department of the State in which the candidate is a permanent resident.
C. State-Wise Distribution of Slots
e. Based on the online verification conducted by the concerned Department/Nodal Officer of the State Government, and considering:
- The number of eligible applications received from each State; and
- The State-wise percentage of the population of persons with disabilities,
the available scholarship slots will be distributed among the States for each scholarship.
This distribution is intended to ensure that the benefits of the Scheme are available throughout the country.
The number of eligible applications received from each State will first be converted into percentage terms in relation to the total number of eligible applications. Thereafter, the State-wise allocation of slots will be decided based on the average of the State-wise percentage of the population of persons with disabilities and the State-wise percentage of eligible applications.
D. Merit Criteria for Selection
f. The merit criteria for selection shall be based on the percentage of disability mentioned in the disability certificate.
In the case of Specific Learning Disability (SLD), a specific percentage of disability is not mentioned in the disability certificate; instead, it is indicated as 40% or above.
Therefore, for the purpose of determining merit, the disability percentage for all eligible candidates having Specific Learning Disability shall be considered as 40%.
E. Tie-Breaking Criteria
g. In case of a tie between candidates having the same merit, age shall be considered for resolving the tie. The older candidate shall be given preference.
F. Final Selection
h. Keeping in view the above-mentioned merit criteria, the final selection of candidates shall be carried out through the National Scholarship Portal (NSP), based on the scholarship slots distributed State-wise.
